Dominica's Second Passport Programme
Dominica's second passport and economic citizenship program provides dual citizenship that allows international travel to most countries. Caribbean Offshore Services offers convenient second passport services to international applicants looking to obtain an offshore second passport or dual citizenship from an offshore jurisdiction. Dominica's program is called the "Economic Citizenship Programme". This programme has resulted in the acquisition of second passports by hundreds of persons all over the world.
To qualify for a second passport from Dominica the applicant or the head of the household (in the case of a family) must be able to speak English. Therefore, all correspondence with us must be made in English.
The principal attractions of the programme are threefold. Firstly a person acquiring Dominican second citizenship through the second passport program has virtually the same rights as a person born in Dominica. Secondly, a second passport from Dominica enables the holder to gain visa free entry into a number of developed countries. Thirdly, because Dominica has a good reputation internationally, holding a Dominican passport does not attract undue travel problems.

The Dominican Government has created two options for obtaining economic citizenship and a second passport in Dominica:
Your Second Passport: The Family Option
Under this option the applicant pays US$100,000.00 which qualifies the applicant, his/her spouse and two children under 18 years for dual citizenship. US$15,000.00 is payable for each additional child under the age of 18 years and US$25,000.00 per child is required for every other child between 18 and 21 years.
Your Second Passport: The Single Option
This applies where there is a sole applicant for a second passport. The applicant pays US$75,000.00.

The process takes about 2-3 months. Much of the time is taken up by the background checks on the client. These are undertaken by international private investigative agencies on behalf of the Government.
The applicant or, in the case of a family, the head of the household, is required to attend an interview in Dominica. In special circumstances, interviews may be conducted outside of Dominica but at the applicant's expense.
All applicants for Dominica's second passport must be made through a promoter or agent. Overseas promoters must work through a local agent or promoter. The government of Dominica has approved us as your second passport agent.

Completed second passport application forms on which the following must be

- Two (2) completed and notarized copies of Application Form 12 for each applicant
- Letter of recommendation from the head of the school/university for children between 16 and 18 years old.
- One (1) professional reference
- Letter of Employment/Audited Financial Statement
- Recommendation from applicants Bankers
- Two (2) Personal references
- Declaration of source of funds
- Most recent Income Tax Return
- Police Record, with fingerprints, from country of birth and country of residence (if different) for each applicant 16 years and over
- Four (4) passport size photos for each applicant
- Birth certificate
- Marriage Certificate/Dissolution of Marriage
- Medical certificate
- Letter addressed to the Honourable Minister of Legal Affairs requesting second citizenship
- Detailed Business Background Reports/Resume
- Notarized copies of University/College diplomas
